Glenda Owens Deputy Director, Interior’s Office of Surface Mining Reclamation and Enforcement

As Deputy Director of OSM, Ms. Owens oversees the bureau’s day-to-day operations, ensuring that it meets the requirements of the Government Performance Results Act and the President’s Management Agenda items, among other things. Ms. Owens also serves as OSM’s Chief Financial Officer and is responsible for ensuring the bureau’s compliance with the Chief Financial Officers’ Act and other financial and business management requirements imposed on agencies by the Office of Management and Budget. Ms. Owens is a member of Interior’s Management Initiatives Team, an executive-level body that focuses on management efficiency and effectiveness. Ms. Owens also serves as a co-chair of the Interior Department’s Human Capital Team.

Previously, Ms. Owens was an Assistant Solicitor in the Interior Department’s Solicitor’s Office, Division of Mineral Resources. As the Assistant Solicitor for the Division of Mineral Resources, she headed up a legal staff responsible for providing legal services to bureau and departmental officials. She also supervised defensive litigation under the Surface Mining Control and Reclamation Act of 1977.

Ms. Owens has a Bachelor’s degree from the University of Michigan and a J.D. from Howard University School of Law.
