Landslides

Route 1428 Landslide; OSM Emergency Project

Location: North central Floyd Co. near Prestonsburg, Kentucky; on the north side of State Rt. 1428, approximately 1.5 miles south east of the intersection of State Rt. 114 and Rt. 1428.

Description:The landslide blocked State Rt. 1428. The Prestonsburg city police and fire department responded due to the seriousness of the landslide. The State highway department also went to the site and removed material which had blocked the road ditch and disrupted traffic.

Ongoing/planned Reclamation: The site is being reclaimed as emergency Project # KY-97-008 under the OSM Federal Reclamation Program. Reclamation work includes excavation and regrading of landslide material, construction of surface and subsurface drainage control, construction of mine seals, and revegetation of the disturbed area. The State contributed $10,000 of bond forfeiture money to demolish deep mine structures adjacent to the slide area and used the face-up area as a disposal fill to reduce costs to the emergency project.

Hilton Mullins Landslide; OSM Emergency Project

Location: Central Knott Co.; 5.2 miles south of Hindman, Kentucky on State Rt.160.

Description: The steep highwall and soil above a deep mine portal located directly behind the Mullins residence suddenly failed. The residence is a 35+ year old small frame house which Mr. Mullins had moved from its previous location in the impounding area of the Carr Fork Lake which was being built by the Corp of Engineers. The slide material hit the rear of the Mullins residence, demolishing a corner of the home in which the bathroom was located. Mr. Mullins and his family were removing and burning the debris at the time of the inspection.

Ongoing/planned Reclamation: The site is being reclaimed as emergency Project # KY-98-054 under the OSM Federal Reclamation Program. Reclamation work includes construction of a sheet metal wall and drainage control facilities for $72,000.

Charles Rogers Landslide; OSM Emergency Project

Location: South eastern Floyd Co. about 7.7 miles south of Harold, Kentucky at the head of Toler Creek of Mud Creek on State Rt. 1426 near the Pike and Floyd county line.

Description: The Rogers home is built on a pre-law auger mine bench along side State Rt. 1426. The auger holes are full of water with significant drainage emitting from the area. The fill on the yard outslope is saturated and currently unstable. A scarp runs along the front of the yard that is exposing the foundation of the house. The scarp has 4 inch horizontal and vertical displacement. In addition a slump from the cutslope at the rear left corner of the house is saturated and has moved into the yard. This movement is placing torsion stress on a 2 inch gas line at several points which runs along side the house beside a swimming pool. These conditions are threatening the Rogers home and their safety and threatening Rt. 1426.

Ongoing/planned Reclamation: The site is being reclaimed as emergency Project # KY-98-056 under the OSM Federal Reclamation Program. Currently $17,400 is authorized for an architectural and engineering visit and a geotechnical investigation to develop a design for remedial work.

Lonnie Smith Landslide; OSM Emergency Project

Location: Central Perry County, 7 miles south of Hazard, Kentucky at the head of the Acup Branch Road.

Description: The problem is a slump in the yard at the back right corner of the Smith's house that is just above the gravel Acup Branch Road leading to his home and another on the other side of the hollow. The scarp is about four feet from the house foundation at the rear right corner of the house. The slump has covered the public road, making it impassable until the county road department cleaned the slump material off the road. The slump also threatens to extend to the foundation of the Smith house. There is a significant flow of water from within and at the toe of the slump.

Ongoing/planned Reclamation: The site is being reclaimed as emergency Project # KY-98-072 under the OSM Federal Reclamation Program. Reclamation work includes excacation of slide material, construction of a gabion wall at the roadway location, subdrains and surface drains to divert water from the slide area for $64,465.
