TOPIC: UPDATED INFORMATION ON BOND RATES

INQUIRY: What are the current bond rates set by other states?

SEARCH RESULTS: A list of bonding requirements for individual states was prepared in
September, 1989 by Gary Behrns, Missouri Department of Natural Resources, Land Reclamation
Commission. Gary conducted a telephone survey of 22 states, requesting the following
information:

1.   The dollar per acre bonding rate required for surface coal mining permits.
2.   The existence of alternate bonding plans, such as bonding severance taxes, bond pools or
     bond funds.
3.   If bond funds exist, are they tied to phase I bonding? Can it be spent on phase I
     reclamation?
