This is the Office of Surface Mining's library of COALEX Research Reports. COALEX is a database of mining and reclamation information, including the Surface Mining Law and regulations, maintained in LEXIS-NEXIS -- a commercial, on-line research service. These reports have been compiled under a cooperative agreement between the Office of Surface Mining and the Interstate Mining Compact Commission, which represents most U.S. coal producing states. The following report includes an analysis of a specific issue requested by a state regulatory authority with responsibility for carrying out the Surface Mining Law. Copies of the research reports and attachments are available to the public, upon request. TOPIC: HYDROLOGIC AND GEOLOGIC PERMITTING REQUIREMENTS

INQUIRY: What methods are utilized by West Virginia, Virginia, Pennsylvania, Ohio and Indiana to
fulfill hydrologic and geologic data collection and monitoring requirements?

SEARCH RESULTS: In his memorandum of July 9, 1984, Mr. Kenes Bowling enclosed
Pennsylvania's response to the inquiry as well as a preliminary COALEX printout.  Since that time,
a comprehensive COALEX search has been performed.

   The files for West Virginia, Virginia, Pennsylvania, Ohio and Indiana in the COALEX Library were
searched for statutes and regulations concerning requirements for hydrologic and geologic
permitting and/or groundwater monitoring.  The regulations identified as a result of the search
are listed below as attachments and are enclosed with this Report.
