A letter from the Comptroller General of the United States transmitting an evaluation of the rationale and methodology used by the Department of the Interior and the Federal Energy Administration to estimate the impact of H.R. 25, the proposed Surface Mining Control and Reclamation Act of 1975 (EMD-77-37, April 15, 1977); jointly, to the Committees on Government Operations, and Interior and Insular Affairs.
