E2592 The House in Committee of the Whole House on the State of the Union had under consideration the bill (H.R. 2) to provide for the cooperation between the Secretary of the Interior and the States with respect to the regulation of surface coal mining operations, and the acquisition and reclamation of abandoned mines, and for other purposes.

E2592 Mr. UDALL. Mr. Chairman, we have a pretty good bill on prime agricultural land. I became convinced this afternoon after a quick study of this that it really does not make much difference; that to get a variance they have to do what the bill requires for a permit. The amendment does give some protection in the interim.

E2592 The Senate bill does not have anything like this in the bill, as far as I am aware.

E2592 I do not want to do anything that will burden the bill. Personally, I will support the amendment, but I do not think it offers too much in addition to the bill.
