{H5161} Mr. UDALL. Mr. Speaker, I ask unanimous consent that the Speaker be authorized to appoint three additional managers on the part of the House at the conference on the bill H.R. 2, the Surface Mining Control Act.

H5161 The SPEAKER. Is there objection to the request of the gentleman from Arizona?

H5161 Mr. RHODES. Mr. Speaker, reserving the right to object, would the gentleman explain why this request is made?

H5161 Mr. UDALL. Mr. Speaker, if the gentleman will yield, after the conferees were appointed, I conferred with the gentleman from Kansas, the ranking minority member. The gentleman from Michigan (Mr. RUPPE) had been involved in this for a long time and had been deeply interested in this bill, and we are enlarging the conference from 7 to 10 largely to accommodate the gentleman from Michigan (Mr. RUPPE) and to appoint two additional majority members.

H5161 Mr. RHODES. Mr. Speaker, I withdraw my reservation of objection.

H5161 The SPEAKER. Is there objection to the request of the gentleman from Arizona? The Chair hears none and appoints the following additional conferees: Messrs. TSONGAS, RAHALL, and RUPPE.
