    E2500 IN THE HOUSE OF REPRESENTATIVES  

    E2500 Tuesday, April 26, 1977  

    E2500 Mr. WAMPLER.  Mr. Speaker, it is my intention to offer the following amendment to
H.R. 2, the so-called strip mine bill, when it comes to the floor. In view of President Carter's tough
energy proposals calling for more coal production, and the loss in coal production in my State and
throughout the Appalachian region and elsewhere that will result if the strip mine bill is enacted, it is
my view that delaying the effective date of Federal control now contained in H.R. 2, leaving it with
the States until we get through the rough period of this crises, would ease the impact of this bill on
our severe energy problem.  The amendment follows:  

    {E2501} Section 528, on page 331, line 6, add a new subsection (3) as follows:  

    E2501 "(3) the extraction of coal for commercial purposes where the surface mining operation is
conducted on any steep slope as defined in Section 515(e) until six years after enactment of this
Act."
