 Mr. ROBERT C. BYRD.  Mr. President, on Tuesday, May 3, 1977, H.R. 2, an
act for the cooperation between the Secretary of the Interior and the States with respect to the
regulation of surface coal mining operations and the acquisition and reclamation of abandoned
mines and for other purposes, was referred to the Committee on Energy and Natural Resources.  

    S7216 I ask unanimous consent that the committee be discharged from further consideration of
H.R. 2 and that it be held at the desk pending further disposition.
