1996-2004 Obligations

Section 705 of the Surface Mining Law authorizes the Office of Surface Mining to provide grants to states with approved regulatory programs in amounts not exceeding 50 percent of annual state program costs, matching state regulatory costs dollar for dollar. In addition, when a state elects to administer an approved program on federal land through a cooperative agrement with the Office of Surface Mining, the state becomes eligible for financial assistance of up to 100 percent of the amount the federal government would have spent to regulate coal mining on those lands. The table below shows grant amounts provided to states during 1996, 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2004, and cumulative since the beginning of the program, to administer and enforce regulatory programs.
