Library of COALEX Research Reports
COALEX Research Reports are the products of research and analysis conducted on specific issues relating to the regulation of Surface Mining Control and Reclamation Act of 1977. The research is conducted in response to requests for information from State Regulatory Authorities, under a cooperative agreement between the Office of Surface Mining (OSM) and the Interstate Mining Compact Commission (IMCC).
COALEX refers to the Library of Surface Mining Materials maintained by OSM in LEXIS-NEXIS and is a major source for the research.

TOPIC: BLASTER CERTIFICATION
INQUIRY: Identify the states which have approved blaster certification programs.
SEARCH RESULTS: A COALEX search identified a number of states that include provisions for the training, examination and certification of blasting personnel in their programs. However, it was noted that a number of state programs are currently being amended to meet OSM requirements. Therefore, a search of the Federal Register was also conducted.

OSM has approved amendments to programs in Kentucky, Ohio, Pennsylvania, Arkansas, Illinois, and Maryland. Oklahoma's provisions relevant to blaster certification have been approved; however, its amendment to establish a blaster certification program has not been approved. Colorado, Missouri, Utah, and Texas have asked for and received extentions on the deadline for program amendments.
