Federal Register Final Rules Index
with Proposed Rules Cites
This Index contains the Federal Register citations of Final Rules documents published by the Office of Surface Mining (OSM). The Final Rules documents are comprised of the text of the official regulations and the rationale behind the regulations - the Preamble to the regulations. The Index is organized by year, beginning with the first surface mining-related documents published in August 1977. Each year's listings is a separate PDF document.
Also included in the Index are Federal Register cites for relevant Final Rules of the Environmental Protection Agency and the Army Corps of Engineers. In order to provide a more comprehensive regulation history, this Index incorporates cites for corresponding Proposed Rules documents published in the Federal Register, as well as significant Notices of Inquiry, Petitions to Initiate Rulemaking, Suspension or Reinstatement of Rules resulting from court decisions, etc. Cites for Proposed Rules that were later withdrawn and did not become Final Rules are also included in the Index.
Federal Register cites will be linked to the full text of that Preamble and regulation. The OSM website is continually being updated; our goal is to have all of the Federal Register documents retrievable online.
